Is the question: "I have a question hoping to be answered" really a question?

If not, why do I see it around a lot?

No, it is not really a question.

It is a statement or declarative sentence. You are simply stating that you have a question and you would like an answer.

Some people may incorrectly write it as a question.

“I have a question hoping to be answered?”

This is incorrect. If you want to turn it into a proper question, you could say, “Can anyone answer my question?”
